Waco police report a 32-year-old man has been arrested after two young children were found in a house with filthy conditions, little food, with drug use in their presence.

Mark Allen Baker, Jr was booked into the McLennan County Jail on two counts of endangering a child.

Police report they got a CPS referral on two children believed to be living under poor conditions at an east Waco home back in early February.

When police went to the home they found an unconscious man possibly under the influence of drugs.

The arrest affidavit said the man was in a semi-responsive state while he had care and control of two children under six years old.

The affidavit says the children appeared malnourished and dirty with diapers that needed changing.

Officers described the conditions of the house as ” deplorable”, noting there was minimal food for the children, multiple knives scattered throughout the home, no heat except for one small space heater with temperatures in the thirties outside. 

There was very little water pressure and the single bathroom toilet was backed up.

In a CPS interview,  the man gave a statement of having used methamphetamine two or three days before and was ” coming down” from the meth to explain his unresponsive state.

The affidavit stated that he had submitted to a drug test for CPS on February 14  with the results being positive for the use of methamphetamine, amphetamine and marijuana.

CPS removed the children from the home.

After a complete investigation police obtained an arrest warrant for Baker in May and picked him up on Wednesday.
